The main features of public domain images is that they're completely free to download and no attribution is required. It's the best way to avoid any copyright issues.
In other words, the images are completely free to use and you can modify them any way you see fit.
Having said that, you are responsible for publishing images on your site.
Some websites carry free images that have other creative common licenses attached to them.
In such cases, attribution is still required depending on the license type or the photographer retains the copyright.
